Xi’an Hi-tech Industries Development Zone is one of the first national hi-tech zones approved by the State Council in March 1991, with its comprehensive index ranking No. 5 of the 53 hi-tech zones all over the country. It is one of the districts in mid-western region characterized by a favorable investment environment, a high marketization, and the most active economic growth. It has become a window with the most powerful economic growth and opening-up degree in Xi’an and Shaanxi as well as the important base of hi-tech industries development in China. In June 2005, Premier Wen Jiabao clearly pointed out that the five national hi-tech zones in cities including Beijing, Shanghai, Shenzhen, and Xi’an, etc. are to be built into the leading hi-tech parks in the world, which will make great contributions to the enhancement of independent innovation and comprehensive national power.
Approved by the State Council, Xi’an Hi-tech Industries Development Zone joined in the Science and Technology Industrial Park Network of the Asia-Pacific Economic Cooperation [APEC] in September 1997;
Listed into one of the five national demonstrative hi-tech zones under prior construction during period of “The Tenth Five-Year Plan” in February 2001;
Appraised by the United Nation Industrial Development Organization [UNIDO] as one of the “most dynamic cities and zones in China” in December 2002;
Appraised by the National Bureau of Statistics and China Credit Construction Group Committee as one of the “50 Investment Environment Credit and Security Area in China” in December 2003;
Appraised by State Environmental Protection Administration of China and the Ministry of Science and Technology as “ISO14000 National Demonstrative Area” in August 2004
Listed to be one of five world top level science and technology industrial parks under prior construction during the “11th Five-Year Plan” period in June 2005;
Appraised by the General Administration of Quality Supervision, Inspection and Guarantee, National Standard Committee as the first “hi-tech standardization demonstrative zone” in China in August 2005
Software and service outsourcing industry, the core competitive industry of Xi’an Hi-tech Industries Development Zone, are to be established into a world’s first-class science and technology park.
